[Bug]: aarch64 support.

Describe the bug

The quadlet files in the openchami RPM reference opaal:v0.3.10 which is amd64-only (Exec format error on arm64). The openchami RPM should be updated to reference opaal:v0.3.12?

ghcr.io/openchami/local-ca:v0.2.2 (used by step-ca.container) has no arm64 manifest.

Steps to reproduce

Run the OpenCHAMI recipe on the 4.x branch of OpenHPC. Tested agains aarch Rocky10 on qemu on MacOS/M4.
