[Feature]: Use rich rules to provide a router per subnet

Describe the feature

Current the router supplied by coresmd is global, I would like a feature to make it possible to add a router per subnet.

Why do you want this feature?

This will be needed on EX based systems with multiple cabinets, as each cabinet is on it's own subnet.

This should be straightforward to implement after the hostname pattern PR mentioned above gets merged in. I envision adding a router action to the rule spec to implement this. While we are at it, we can probably add any other node- or subnet-specific DHCP configuration actions as well.
