Great stability improvement. Increasing the health check tolerance to 10 seconds handles React hydration delays perfectly without false reconnections. Approved.

Resolves #3. Increases the timeout for CDP evaluate health checks from 3s to 10s to prevent aggressive reconnects when Comet is busy rendering.
