Toolbar should support visual dividers between actions to imply groups.

react-teams asked developers to group actions in all cases, though this design should be weighed against possible support in Fluent Blocks for action nesting, i.e. toolbar items that have their own sub-actions.

Maybe just specifying explicit dividers as toolbar items is sufficient.
