Following the effort in recent years to pair OVAL down to only those test types that are actively used or show some potential for future use, it appears the Unix runlevel test should be a candidate for deprecation.
A quick survey of the top Unix/Linux/Mac operating systems shows all of them moving away from runlevels (systemV) toward systemd, launchd, SMF(Solaris) or other at least a decade ago.
Another survey of DISA benchmarks shows no use of the runlevel test. Is there other content that still uses the runlevel test?
If there are no occurrences of the use of this test in current content, I suggest we deprecate it.
