The documentation for the HDF4 DMR++ builder is out of date

When I goto Building DMR++ files for HDF4 and HDF4-EOS2 (experimental) it documents the old DMR++ builder for HDF4 which has now been completely retired. The new builder is called gen_dmrpp_side_car.

We need to work with Kent to get this documentation sorted.

For the NASA work this is a high priority item since next week we will be hoping to get this into the production Cumulus Task for DMR++ builds.

But, there's more: This new command (gen_dmrpp_side_car) now replaces the builder for HDF5, too.
