• there are 11 x level 3 headings named "seconds", and 4 of them have enough votes to trigger VoteCounter

What happens?

• the 4 vote tallys are all placed under the first level 3 heading

What should happen instead?

• the 4 vote tallys should be spread out across 4 different level 3 headings
