Modifier Keys Cannot be Bound by Themselves.

Modifier Keys ('CTRL', 'ALT', and 'SHIFT') can't be bound alone.

The bind seems to stay in an active state even after letting go of the key, it always waits for a secondary keypress.

Same issue as:
#9, #10, #18, and #23

This has been present in all Fabric versions of this mod since 1.20-1.2.1, it appears in the following versions:

• ModernKeyBinding-Fabric-1.21.4-1.2.1
• ModernKeyBinding-Fabric-1.20.4-1.3.0
• ModernKeyBinding-Fabric-1.20-1.2.1

Apart from ModernKeyBinding-Quilt-1.0.0+1.20.1 working, I have NOT tested this on Quilt.
