consider publishing docker images to docker hub

The README_Docker.md for this project expects you to build each docker image from scratch each time. I think it might be worthwhile to pre-build these images and offer them for consumers.

Thanks @uttampawar and @sushmakt. I'm glad you like this idea. This issue is to suggest publishing these images to docker hub and making the image build step optional in the readme.

I have separate PRs open to update the docker readme to be accurate, and docker file to use a newer version of the python base image:

• bumps base python docker image to 2.7.13 #56
• format and improve contents of docker readme #58
