How can one disable the ip_ranges tooling?

I looked around thru the code, but I don't see an obvious way to disable your ip_ranges logic.

There are myriad scenarios where this is superfluous at best... and potentially risky at worst.
for non-cloudy deployments, this isn't a "feature"

Shouldn't it be possible to disable the feature in scenarios where it's not necessary, or otherwise problematic (ie in issue #4064 )?

You can disable fetching the ip-ranges by setting:

    environment:
      IP_RANGES_FETCH_ENABLED: 'false'
