cloud tools should deploy init_notebook.py

If we start deploying it, we need to start pinning it to cloud tools versions. I suggest we version it with the full cloud tools version.

cc: @tpoterba, you noted that blindly re-deploying over `gs://.../init_notebook1.py` might cause issues, any more thoughts?
