Dequeue tasks s.t. throughput per tag (as measured in compute over the past 24h) is equal. This should include three priority tiers:
- ASAP (only one per user at a time, meant for interactive use)
- RUSH (only one per user at a time, meant for background use)
- STD (unlimited, default)
Work always finishes one tier before dequeueing lower tiers. Users can change which tag has rush prio, but ASAP needs to be assigned at submission.
Prios only work on tags not on tasks. Dashboard shows which tags are rushed or asap'd.
