Update tests to use new catalog builder calls

Catalog builder is now a conda package and the usage is slightly different in terms of the conda packaging structure. It is also now in noaa-gfdl org. This issue tracks the updates to the tests to ensure analysis scripts

• work with the new changes and that the tests are updated to reflect that.
• the catalog building step is updated to use the new python functions without a click workaround

How to test:

Check out the CI workflow. Ensure the catalogs are generated and that there is the manifest file(s) created (non-empty csv, json). Also ensure the freanalysis_cloud does not report any errors in the workflow.
