[Developer Issue]: Move collaborative workflow to FIMS website

Description

I propose that we move the information stored in the collaborative workflow to the FIMS website under a new tab "Developers". I think this would involve condensing all of the files into a single file or maybe two based on topic. I think that @e-perl-NOAA could help with the appropriate organization/display of the information. It would help facilitate users/developers/bystanders with finding all information in one location. Please vote on this issue with 👍 or 👎 letting me know if you think it is okay to move this information. Also, please feel free to comment below with thoughts.

@Bai-Li-NOAA can you integrate the information from https://github.com/NOAA-FIMS/collaborative_workflow/blob/main/10-testing.Rmd into your testing README.md file that you are working on?

• Move Chapter 3 (model specs) to FIMS website
• Move relevant information for hpp template to the template files that need to be revamped in NOAA-FIMS/FIMS
• Move testing to README in PR that is open
