PDC Role Definitions: Redesign en-platform-engineer Role in CDS-Test and CDS-Prod (SCIP Architecture)

💡 Description

Redesign and reimplement the existing en-platform-engineer role in CDS-Test and CDS-Prod using the new SCIP architecture and design. EN infrastructure engineers need the ability to help manage node infrastructure — this role needs to be rebuilt from scratch to align with SCIP patterns.

This is the foundational role implementation. The Terraform module produced here will serve as the reusable pattern for all subsequent EN/tenant role implementations (see #233, #234, #235).

Roles:

• test-en-platform-engineer (CDS-Test)
• prod-en-platform-engineer (CDS-Prod)

Approach:

1. Identify required permissions and access under SCIP architecture
2. Manually prototype and validate the role in CDS-Test first
3. Once validated, manually deploy to CDS-Prod
4. Terraform the implementation as a reusable module for subsequent roles
5. Update EN JPL Wiki documentation

Supersedes: #195 (closed as wontfix — sub-themes promoted to standalone themes: #233, #234, #235)
