TOML and JSON5 serializers

Following the spec for toml https://toml.io/en/v1.0.0
And JSON5: https://spec.json5.org/
CFG is a little bit hard because there's few spec and many of them differs each other so i assume i am missing something about cfg.

The purpose of have our own serializer is also optimize file reading/writing using a line catching to quickly write on a catched serialized string value and write on disk after 1 minutes of no updates (reducing the IO operations)
