Are you sure that was caused by Subtle Effects? Nowhere in the code is there anything related directly to adding or removing effects from mobs. I think I have seen a similar thing as a feature in other mods as a way of implementing luck into survival

I used to have a datapack preventing creepers from destroying terrain and that made them give the luck effect for some reason. Maybe this is what is causing the problem?
