[ignition-module] End-to-end test: PLC tag -> MIRA backend -> Designer response

Context

Part of the automation-tie-in epic. Final integration verification.

Task

Manual test script confirming the full chain works:

1. Trigger a state change on Micro 820 (e.g., toggle conveyor direction or trip e-stop)
2. Ignition gateway hook detects tag change
3. Gateway POSTs to http://100.72.2.99:8765/diagnose with tag snapshot
4. MIRA LLM generates diagnostic response
5. Designer panel displays the response within 5 seconds

Document pass/fail criteria and add to runbooks/.
