The language list not fully loaded in From/to Language dropdown

1. After installed the software under Windows Server 2012, the languages not fully rendered in From/To Language drop down list. The auto detect option is not loaded as well, and the translation function is not working properly, not sure what happened.
2. The installed software version is 2.5, and the .net version is 4.0.
