Description:
The groups listed in the sidebar depend on associated entities such as contracts, contract vehicles, and facilities. However, the current application flow does not provide any options to create or manage these entities. The Admin Panel also lacks support for managing them.

Expected Behavior:
There should be functionality within the app or admin panel to create and manage the associated contracts, contract vehicles, or facilities required to populate the groups list in the sidebar.

Introduce forms or flows to add these dependencies where needed.
