I want definitions of relevant characteristics of districts and associated metrics to be documented
so that there is a common understanding of the domain and specific aspects addressed by the project.

Acceptance Criteria

• Project documentation identifies characteristics of districts relevant to the project domain.
• Project documentation defines the meaning of district characteristics and provides external references for those definitions.
• Project documentation identifies and specifies metrics associated with the district characteristics.
• At minimum, documentation is provided for the following relevant characteristics:
  • population equality
  • contiguity
  • compactness
  • shape regularity
