Enhancement: Convert config.json to INI

We want to be able to comment in configurations, but you can't with JSON. This configuration format is convenient, but not user friendly.

We have decided after much debate to go with an ini format, so that we can create useful and delicious comments and a format that will not be easily broken by end users.

So after some more thought here, why don't we instead migrate the config over to TOML? It would give us all the benefit of INI (comments, user friendly) but also support nested structures, typed values, and arrays. We could also go YAML but it's not as user friendly with the spacing/syntax. @daviesgeek what do you think?
