geodiff.exe windows build does not work #246
Description
The binary produced by CI compiles and runs fine with e.g. geodiff.exe help, but it does not work with normal commands like "apply" or "diff". It looks like the problem might be related to the way how loading of sqlite modules works and that we do a static build.
