Add AIS Plugin to OMAR baseline

SPAWAR has led development efforts for a GRAILS based AIS capability. Ideally, we would like to integrate this as an OMAR plugin.

Kelly P worked on this as part of the OpenDx demo. Need to determine the status and evaluate.

Discussed with the team. Believe Kelly P was the last to work on this with the OpenDX effort, Will call and determine status.

We were able to make the Grails plugin work...I circle back around with Kelly and see if we can find where we put it, in Github or back to the ICODE repo.
