Improve OSSIM command line capabilities

"1.Sharpen - needs command line capability and A LOT more kernel options than just the two currently available.
2.PSM - want to be able to do a PSM without using GeoCell, i.e. from the command line
3.Hist-Stretch-Region - need to be able to do a viewport hist stretch from command line
4.Rotation - need to rotate from command line and be able to select a resampling method (bilinear default); also, want to be able to supply rotate=up and rotate=north "
