Reduce Maintenance Overhead

Add a file (i.e. last_maintenance.ini ) that will contain the last date/time when maintenance took place. If the next maintenance call has a time difference of less than the configuration parameter it will be skipped ..
This will reduce server cpu load / and will improve page loading times and rationality..
