[BUG] Create new report button

Description:
The previous issue where the bug report button was completely unclickable has been partially fixed (the button is now responsive). However, a new blocking behavior has introduced itself: if one bug report already exists, attempting to create a second one fails. Tapping the button simply closes the bug report interface/modal repeatedly.

BTW, I could just try this on Xiaomi Redmi Note 13 Pro (Android 14), but did not reproduce.

Tapping the button simply closes the bug report interface/modal repeatedly.

To confirm, which button are you referring to? FYI, when there's an existing report, you need to click "+ Create new report" button in the modal bottom sheet to create a new bug report.

To confirm, is this only reproducing on a particular device (Xiaomi android 13 device you previously mentioned)?
If so, would be great if you can check if anything shows in the logcat for:
adb logcat | grep -iE "DebugOverlay|Failed to capture|PixelCopy|Radiography"
