Replicate Latency Issues, Record Metrics

1. Plug in 1 RocketM2 and Jetson in Bay. Have Jetson streaming video
2. Plug in 1 RocketM2 somewhere else on campus and wire in. Read Camera feeds and rostopics in Foxglove
   Increase subscribed video feeds until latency reached.

Record Metrics of the bandwidth where possible
