pre-workshop Installation instruction for neotic - Ubuntu 20.04

Instruction 7 says: "If you're running Ubuntu 20.04, replace all instances of melodic in this command with noetic."

In addition to that the 'python' should also be changed to 'python3' in the command for correctly installing all packages.
