Unable to use the tools.. #9

Hi.
Seems very basic.. but i am unable to setup and use the tools...
the MSI installs, i see the differnet links in my menu, but when i launch them i always have errors stating that either i have no permissions, either the module is not usable for one or other reason
I am admin of my computer.
Example, when i launch IME reader, as admin, i get package 'get-intunemanagementextensionDiagnostics' failed to be installed because : process cannot access the file ..... ;nuspec because it is already in use
