Guard Captain Frey Missing #611

Bug description
Just finished "A Simple Job" and need to accept "An Imperial Audience". Quest says to speak with Guard Captain Frey in Henry's General Ward, but he's not on the map. Tried exiting the area and returning to no avail. When my character initially woke up in the cutscene, Frey spoke, but he's not there to continue the quest.
Note that I'm running my own server, haven't had any issues up until now.
If there's any more information I should provide, please let me know! I'm new to all of this.
