Relative instrument and other paths for Colors do not work

Some would like the colors controls for file paths to work with relative paths. Perhaps some approach where the colors controls look for data in local paths before defaulting to the global $MESA_DIR/colors path is warranted?

This issue is addressed in this PR #929. The "resolve_path" function was added to colors_utils.f90 which lets the user configure the paths as absolute or relative
