Implement Qualcomm-specific structures enough to view/edit their XBL.ELF images

Looks like PDAs and phones with Qualcomm SoCs are using well-defined bootloader format that has UEFI PI-compatible structures inside.
As we already support parsing Intel x86 structures, and planning to add support for AMD-specific ones, adding Qualcomm-specific ones would be a logical next step.
