We need to choose the UI framework

A decision needs to be made on what framework we should use to design the UI. Node.js, Python, and or Java. We also need to know what api's we are going to use: express, mongo, etc..

I'm assigning @M-LKT, @Jozufozu, @emmettrm (and other hardware members responsible for the system and its operation that are interested) to generate a set of requirements for the UI, both technical (like rendering latency and packet drop behavior) and visual (what kind of visual elements, graphs, buttons, etc. we need).
