Add SIP test button to Admin interface #414

Is your feature request related to a problem? Please describe.
After SIP credentials are configured for Libki, either in the conf file or through the Settings, it would be great to have a way to test they work.
Describe the solution you'd like
A button in the Settings area, near the ILS Configurations, that opens up a form to submit username/password, but does not end the current superadmin session.
Describe alternatives you've considered
scripts/administration/test_sip.pl works, but only on the command line, and requires the instance to be explicitly specified
