Add --prompt-apply or similar to allow for prompting to apply changeset

Currently there's more of a focus on the CI/CD workflow, so if you want to preview the changeset before you apply you need to run deploy, preview the results and then run apply (or deploy again with --auto-apply).

Add an option to prompt whether to apply the changeset.
