RFC : CI/CD and install

1/ Do we want the package to be pip installable (I guess yes according to the github site)?
2/ Do we want a readthedoc
3/ Do we want github actions?

1. I think it is locally (i.e. development mode installable via pip e.g. pip install -e . from the repo directory. My feeling is that we want to polish it a bit more before putting on PyPI but if you want to do this now I support that.
2. Its not clear to me that a readthedoc would be much different from https://lsstdesc.org/streamobs/ but it shouldn't be to much effort to transfer if we decide that is the right place
3. I think the answer is yes for github actions and @MatthieuPE said he will start looking into this

1. I agree to releasing it to PyPI only when ready, but we can set it up and test it on a sandbox test pypi. I did that for LePHARE
2. The lsstdesc rendering is fine, and if it renders notebook as well as the API sphinx (I presume it is sphinx under the hood) then it is perfectly fine. Github is not really the place where rendering nb's output, as is already mentioned somewhere in the issues I think.
3. ok I can also quickly put something together, we can see to that.

2. it looks like as currently configured it wont render notebooks but by replacing myst-parser with myst-nb or adding nbsphinx we can easily add notebooks
