[TASK] Add Solution Brief (Government-Focused Product Overview) for Silver

What needs to be done?

We need a clear, human-readable document that explains Silver from a government / institutional perspective, specifically targeting Divisional Secretariat (DS) deployments.

This issue proposes adding a Solution Brief / Product Overview document that can be used for:

• Stakeholder discussions (non-technical)
• Government presentations
• Early-stage adoption conversations

I reviewed the document, and overall, it looks good to me. I would suggest adding a section (or an additional point) to cover government hierarchy, as well as group-based and role-based email handling, since these are important aspects for our use case.

Additionally, it would be helpful to explicitly mention that the system supports email clients that use the IMAP protocol, including both mobile and desktop platforms (Windows and macOS).
