access targets via target name in url

Currently I think SNEx2 just uses the targetid. It would be useful to be able to access target pages using the target name in the url. For example: https://supernova.exchange/view_object?name=24ggi

Along these same lines, SNEx 1 allows you to search by RA and DEC and if the target doesn't exist it takes you to a page to create it with RA and DEC already populated (e.g. https://supernova.exchange/view_object?name=&ra=197.2894537600&dec=-28.6433662860). This is really useful for porting targets from other TOMs into SNEx
