[BUG] No fish are spawning

Describe the bug
No fish are spawning, even in newly generated chunks.

To Reproduce
Steps to reproduce the behavior:
When in older chunks run out into new ones, and observe the absence of fish.

Current patches on top of modded-factorio@23d1476:

• Patched out mentions of bob-alien-*-science (still not sure what up here, they should be guarded)
• Patched out unprotected mentions of circuit processing items

Even with your mod-list I couldn't reproduce the issue. But I'm curious, how did you disable biters? Because #37 mentioned that turning off biters in the mapgen settings will still spawn them.

With bob-alien-*-science you specifically refer to bob-alien-science-pack-* in the dummyLab?
Commit c6f0dad fixes that.

CircuitProcessing items have also been guarded with commit 279a3a1.

I disabled biters through the normal tick mark on world creation
I started on modded-factorio#341 which might have to do something with it

I can also send you the save file if that helps, just ping me over on discord in that case

Hm it might be some weird migration behavior. Can you reproduce the issue when generating a new world?

When creating a new world there seem to be fish present, so possibly a migration thing
