[Vetting Dataset] Ensure all reviewers annotate the same file set with independent per-user results

**Background:** 
Requirement is multi-observer agreement measurement.

**Requirements:**

All invited reviewers get access to the same dataset.
Each reviewer annotations and completion state are independent (no overwrites).

**Acceptance criteria:**

Two reviewers can submit labels for the same file without conflict.
Review completion is tracked per reviewer.
