Team expects a separate deployment, scalable for more users later.

Requirements:

Deploy vetting environment on AWS with required access controls.
Validate end-to-end workflow works in that deployment.

Acceptance criteria:

Reviewers can log in and complete vetting tasks successfully in AWS environment.
