Expected Behavior
All notes on Care Needs protected by note type security.
Current Behavior
If you choose the "Make Note" option on a Care Need you are able to add "additional information" to each of the quick notes and it technically adds a note without edit permission to the Note Type. If you choose "Other" or the default that loads when you choose "Make Note" the "Write a new note..." portion of the note timeline control is not available without edit permission.

Steps to Reproduce
Please provide detailed steps for reproducing the issue.
- Login as a user that has access to Steps to Care but not the specific care need Note Type.
- Click on the "Make Note" button. This appears to not be able to add a note, which means it is honoring the "Edit" security of the Note Type.
- Click on one of the Quick Notes, such as Called within the Modal dialog, now you can add whatever note you wish. Though it does "append" it to a specific quick note/care touch note.

Potential fix that we discussed:
Technically Quick Notes should be protected by Note Type security, but there are also several people using the plugin that have probably not setup that security the way that would be expected to use that. Since there is no defined way to know who should have that access on every Rock install, we are considering adding a setting to honor note type security for Quick Notes or ignore it. With it defaulting to no for existing clients but yes for new clients. This may even be a 3-way setting that it could only affect it everywhere, only the modal, or not at all. So, you could still have pre-defined quick notes that don't need permission, but writing additional information does. This also would lead to some minor changes such as changing "Make Note" to just "Notes" and text updates within the modal.
