`AutoScroll` doesn't respect `NeverScrollableScrollPhysics`

As the title suggest, NeverScrollableScrollPhysics is supposed to toggle scrollables into unscrollable. But AutoScroll still works when that physic is applied.

It should ignore the auto scroll middle click.
