Handle auto disable for city lights when using Parallax

It seems those two do not play nicely together

• check if we can expand existing version / mod checking to incorporate this
• disable the city lights and save to config

I would think the solution would be to disable Parallax on Earth instead, if possible?

I don't know what the cool kids prefer these days, purdy ground or purdy lights. 😃
