Total Offline Mode

Currently the app works offline, but only after the initial online load of work orders. It's possible (even likely) that some locations contractors will be work in, are without 3/4G or WiFi and not be able to load initial work order data. In this case the app should show the last loaded version of work orders, and sync when the network becomes available.
