Frontend: Add notification badge for pending/failed transactions

Goal

Alert users when they have pending or failed transactions requiring attention.

Scope

• Track pending transaction count in global state
• Show badge on the nav icon when count > 0
• Clicking badge opens the transaction history panel

Acceptance Criteria

• Badge count is accurate
• Clicking navigates to transaction list
• Badge disappears when all transactions are resolved
