Develop BSpline Tests

Create a list of tests, along with their expected behaviors, to test the bspline evaluator on.

Example for 4:

An eval point of [0,1,2] should raise an exception "invalid eval point, eval points must be in [0,1]"

Example for 5:

A knot vector of [0,0,0,0.25,0.75,0.5,1,1,1] should raise an exception "knot vector in is non-increasing"

Example for 6:

A knot vector of [0,0,0,0.25,0.5,0.75,1,1,1] and control points of [[0,0],[1,1]] should throw an error "must number of knots - deg - 1 = number of control points!"
