Problem with frame size

How is it possible that when i feed the vocoder a signal of length 32047 samples with a frequency rate of 16KHz and a frameshift of 10ms it returns the corresponding parameters within 201 frames? If you consider a signal of 32047 samples with 16KHz as the frequency rate and a frameshift of 10ms it looks like internally it is taking a frame size of -7ms, which makes no sense.
