[Feature Suggestion] Replace OPPM & keep old OPPM for legacy support purposes

There are a couple of primary issues with OPPM. Firstly being that it has ramifications to its operating speed as there are more packages added to the list/ledger. Second being a result of the first where the list of packages was limited and made into an archive so a lot of programs designed for OPPM were never made easily findable or available on OPPM.

I made a package manager that can be provided as a treasure floppy with the ability to share programs/project as a single tar file and with the ability to register multiples repositories.

There are some python scripts to help with packaging and repository management.
I'm open to feedback and contributions.
If there are compatiblity issues between ocreloaded and oc I can add metadata in the package manifest file format for a mod version or smth similar

@AR2000AR I think you showed this to me before! I'll take a look, because it certainly beats writing my own when I'm trying to get the mod into a good state
